The Episcopal Church does not designate "saints" as our Roman Catholic brothers and sisters do. We see all of the faithful as "saints of God" and apply the term "Saint" as a prefix (i.e. Saint Paul) only to the historical, biblical saints.
We do recognize people of particular significance to the faith in our calendar of Lesser Feasts and Fasts. These commemorations must be first approved by the Standing Commission on Liturgy and Music, then approved by the General Convention for trial use, and then finally approved for permanent observance by a subsequent General Convention. Typically, these things grow from being a local observance to being a diocesan observance to being noticed by or recommended to the Standing Commission. The process takes many years, usually more than ten or twelve.
